Project Description

This project had the overall objective of poverty alleviation through rehabilitation of rural roads and enhancement of organizations to effectively manage the road network in the Southern Province of Zambia within the context of ROADSIP II

Component 1 comprised the improvement of rural roads in the Southern Province (road rehabilitation). Component 2 consisted of the technical assistance to the Road Development Agency – RDA (capacity building) and to small and medium sized contractors involved in the implementation of maintenance works (mentorship programme).

The Local Road Authorities (LRA) received a basic training in administration of a works contracts. A maintenance component was included to assist the districts to establish basic routine maintenance actions on the new roads.

Service Provided

Project management provided technical assistance and training to the provincial RDA offices with regard to road development and poverty alleviation.

This included tasks like road prioritisation, planning of road rehabilitation, design and supervision, financial planning, contract preparation and procurement, identifying of road maintenance needs as well as maintenance programming and budgeting.

The aim was to enable the provincial staff of RDA to carry out these tasks independently at the end of the project.

Key Staff consisted of a team leader, a resident construction engineer and a maintenance engineer.
